29 CFR 1926.501(b)(13):     Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a)  113 Columbia Road, Building 44, West Side, Morristown, NJ.    Employees doing siding work were exposed to falls of 21' from the sloped roof to the ground below as their fall protection was not being utilized.                                          Violation observed on or about 12/21/2017.    b)  113 Columbia Road, Building 44, North Side, Morristown, NJ.    Employee was exposed to falls of 13 feet to the ground below from the porch and garage roof as fall protection was not being used.                                          Violation observed on or about 12/21/2017.

29 CFR 1926.502(d)(16)(iii):     Personal fall arrest systems, when stopping a fall, were not rigged such that an employee could not free fall more than 6 feet (1.8 m) nor contact any lower level:    Instance a)  113 Columbia Road, Building 44, North Side, Morristown, NJ.    Employee applying siding was exposed to falls of 13 feet to the ground below as his vertical lifeline was 25' to the side of the anchorage point and given a fall, the worker would free fall more than 6 feet and hit the ground before fall protection would be activated.                                             Violation observed on or about 11/15/2017.    .

Employees applying siding were exposed to falls of 13 feet to the ground below as two stepladders were used on the lower roof, folded up and leaning on the siding, which is not the purpose for which they were designed.
