29 CFR 1903.19(c)(1): The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated.  By or before 9/7/2018, Garcia Building Company, Inc. did not provide certification of abatement for Citation 1, Item 3, included in Inspection Number 1330027, for the job site located at 985 Plant Street, Macon, Georgia for deficiencies identified for lack of a fall protection training program for employees exposed to falls greater than 30 feet.

29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift:Note:  As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system.  The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated.  On 6/5/18, at the Macon job site, an employee riding in an articulating boom lift was not using fall protection while being transported from ground level to the 2nd story of the building under construction and was exposed to fall and catapult hazards.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b).  On 6/5/18, at the Macon job site, employees were exposed to fall hazards from 2nd and 3rd story levels of buildings under construction as they were not using fall protection during framing activities.
