29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  On or about November 1, 2018, at the above addressed jobsite, employees performing commercial roofing operations, greater than twenty-five above the ground, were not utilizing any means of fall protection, such as but not limited to guardrail systems, safety net systems, or personal fall arrest systems, thereby exposing employees to fall hazards.  No abatement documentation or certification required for this item.  Less Estimate Construction, LLC was previously cited repeat for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1325331 citation number 2 item 3, and were affirmed as a final order on the following date: September 28, 2018 with respect to a workplace located at 8747-8753 Trinity Dr., Orland Park, IL 60462.  Less Estimate Construction, LLC was previously cited repeat for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1260048 citation number 2 item 1, and were affirmed as a final order on the following date: December 11, 2017 with respect to a workplace located at 1852-1856 Goodwin, Palatine, IL 60074  Less Estimate Construction, LLC was previously cited serious for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1083312 citation number 1 item 2 and were affirmed as a final order on the following date: January 08, 2016 with respect to a workplace located at 620 Brita Trl, Minooka, IL 60447

29 CFR 1926.1053(b)(1): When portable ladders are used for access to an upper landing surface, the ladder side rails shall extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access; or, when such an extension is not possible because of the ladder's length, then the ladder shall be secured at its top to a rigid support that will not deflect, and a grasping device, such as a grabrail, shall be provided to assist employees in mounting and dismounting the ladder. In no case shall the extension be such that ladder deflection under a load would, by itself, cause the ladder to slip off its support.  On or about November 1, 2018 at the above addressed jobsite, the portable ladder used to access the roof did not extend at least Three  (3) feet above the edged of roof landing. Thereby exposing employees to employees to a fall hazard.  Abatement certification is required for this item in accordance with 29 CFR 1903.19(c)  Less Estimate Construction, LLC was previously cited serious for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 1325331 citation number 1 item 2 group a, and were affirmed as a final order on the following date(s) September, with respect to a workplace located at 8747-8753 Trinity Dr., Orland Park, IL 60462.
