The employer did not provide the Occupational Safety and Health Administration certification of abatement as required for Citation #1, Items #1 & #2 issued January 31, 2020.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   At the residential construction site located at 12100 S. Pflumm in Olathe, Kansas;  Employees engaged in framing activities sheeting the roof of a new building, were exposed to fall hazards of approximately 15 feet from the edge of the roof to the ground below in that employees were not tied off.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  Employees engaged in residential framing activities sheeting the roof of a new building, were not provided with fall protection training to understand the hazards associated with falls, and the use of fall protection to minimize these hazards.
