29 CFR 1910.134(c)(2)(ii): The employer did not establish and implement those elements of a written program necessary to ensure that any employee using a respirator voluntarily was medically able to use that respirator, and that the respirator was cleaned, stored, and maintained so that its use does not present a health hazard to the user: a) API Technologies Corporation, Production areas, on or about March 13th, 2020 and times prior thereto: Some employees voluntarily used air purifying half mask respirators (Honeywell brand 5500-30 serious with Honeywell organic vapor cartridges) during various work tasks including, but not limited to, cleaning operations. The company did not establish portions of a respiratory protection program that covered medical evaluations and respirator maintenance and care. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.

29 CFR 1910.134(c)(2)(i): Respirator users were not provided with the information contained in Appendix D to 29 CFR 1910.134 when the employer determined that any voluntary respirator use was permissible: a) API Technologies Corporation, Production areas, on or about March 13th, 2020 and times prior thereto: Some employees voluntarily used air purifying half mask respirators (Honeywell brand 5500-30 serious with Honeywell organic vapor cartridges) during various work tasks including, but not limited to, cleaning operations. Employees that voluntarily used half mask respirators were not provided with the information in Appendix D to this section. ABATEMENT CERTIFICATION REQUIRED: Abatement certification is required within 10 days after the abatement date noted on the citation (see below). This certification shall include a statement that abatement is complete, the date abatement was completed, method of abatement, and state that employees and their representatives were informed of this abatement.
