29 CFR 1926.20(b)(2):The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.  On or about April 26, 2021, and times thereto, the employer did not develop a safety and health training program to ensure frequent and regular jobsite inspections were performed, to eliminate fall hazards while employees were performing framing work, exposing employees to fall hazards of approximately 9-feet to the lower level.
