29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D):    a) Schweitzer-Mauduit International Inc., 601 Industrial Road, Middletown, DE 19709 (Throughout facility ): On or about February 14,2022, and various days prior the employer failed to ensure that the developed energy control procedures clearly identified specific steps to be followed to control hazardous energy for various equipment throughout site such as but not limited to DELNET LINE 1 on which employees perform set up, servicing, installing and cleaning.    NOTE: The procedures must be documented in sufficient detail and provide enough direction so that employees can effectively follow the procedure and determine how to safely perform the servicing and maintenance activities. Over generalization can result in a document which has little or no utility to the employee who must follow procedure. However, while the procedure is required to be written in detail, this does not mean that a separate procedure must be written for each and every machine or piece of equipment. Similar machines and/or equipment (those using the same type and magnitude energy) that has the same or similar types of controls can be covered with a single procedure.

29 CFR 1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed:    a) Schweitzer-Mauduit International Inc., 601 Industrial Road, Middletown, DE 19709 (Throughout facility ): On or about February 14,2022, the employer failed to ensure a review of the developed written energy control procedure document DELNET LINE 1 - D1 was inspected annually on or about February 14, 2022.   b) 601 Industrial Road, Middletown, DE 19709: On or about February 14, 2022, the employer failed to ensure a review of the lockout/ tagout procedure document DELNET LINE 1 - D1 was inspected annually on or about February 14, 2022.    Abatement Note:    1. Where lockout should be used for energy control, the periodic inspection shall include a review, between the inspector and each authorized employee, of that employee's responsibilities under the energy control procedure being inspected.1910.147(c)(6)(i)(D)    2. Where tagout should be used for energy control, the periodic inspection shall include a review, between the inspector and each authorized and affected employee, of that employee's responsibilities under the energy control procedure being inspected, and the elements set forth in paragraph (c)(7)(ii) of this section.1910.147(c)(6)(ii)    3.
