29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. Second story, center of the house: Employees were installing rebar around the open inner edges of the second floor and were not protected from falling to the lower level.

29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement: Second story, facing the ocean: Rebar that protruded from the walking/working surface were not guarded. Employees were exposed to impalement hazards. Jeida Guam was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.701(b), which was contained in OSHA inspection number 1287049, citation number 1, item number 2 and was affirmed as a final order on March 26, 2018, with respect to a workplace located at Naval Base Guam, EODMU-5 (Adjacent to Building 2112A SNDL), Santa Rita, Guam, 96915.
