29 CFR  1926.1053(b)(4): Ladder(s) were used for purposes other than the purpose for which they were designed:   a- 4 Tori Lane, Manalapan NJ:  The company worksite Foreman was exposed to worksite fall hazards, approximately 8 feet to the concrete flooring below, when using an A-framed ladder in the closed position as it was leaning, unsecured, against the worksurface. Condition observed on or about 03/19/24.

29 CFR  1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a-37 Vinegold Drive, Mullica Hill NJ: On or about 03/19/24 a company worker was exposed to fall hazards in excess of 10 feet 1 inch to the ground below, when not using fall protection when performing sheathing installation and other related activities from a residential structure's pitched roof.  Road Contractor Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1707205, citation number 2, item number 1 and was affirmed as a final order on 12/27/23, with respect to a workplace located at 99 Wall Street, Passaic, NJ 07055 .  Road Contractor Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1703189, citation number 1, item number 1 and was affirmed as a final order on 2/1/24, with respect to a workplace located at 10 East 20th Street, Long Beach Township, NJ 08008.  Road Contractor Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1698680, citation number 2, item number 1 and was affirmed as a final order on 10/27/23, with respect to a workplace located at 619 N Maple Ave., Ho Ho Kus, NJ 07423.  Road Contractor Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 1697614, citation number 1, item number 1 and was affirmed as a final order on 1/31/24, with respect to a workplace located at 29 & 31 Halsey Street, Lakewood, NJ 08701.  Road Contractor Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(1), which was contained in OSHA inspection number 1688901, citation number 1, item number 1 and was affirmed as a final order on 12/19/23, with respect to a workplace located at 1281 Knapp Rd, North Wales, PA 19454.  Road Contractor Corp. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(10), which was contained in OSHA inspection number 1686108, citation number 2, item number 1 and was affirmed as a final order on 10/02/23, with respect to a workplace located at 116 Main Street, Bethesda United Methodist Church, Middletown, DE 19709.

29 CFR  1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would enable each employee to recognize hazards related to ladders and stairways and train each employee in the procedures to be followed to minimize these hazards.   a- 4 Tori Lane, Manalapan NJ:  The company worksite Foreman was exposed to worksite fall hazards, approximately 8 feet to the concrete flooring below, when improperly using an A-framed ladder at the worksite.  The company worksite Foreman did not receive ladder hazard recognition and minimization training from the employer at the time of  and prior to the worksite inspection.  Condition observed on or about 03/19/24.  Road Contractor Corporation was previously cited for a Serious violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1060(a), which was contained in OSHA inspection number 1686108, citation number 1, item number 5 and was affirmed as a final order on 10/02/23, with respect to a workplace located at 116 Main Street - Bethesda United Methodist Church, Middletown DE.  NOTE: IN ADDITION TO ABATEMENT CERTIFICATION, THE EMPLOYER IS REQUIRED TO SUBMIT ABATEMENT DOCUMENTATION FOR THIS ITEM.  FAILURE TO COMPLY WILL RESULT IN AN ADDITIONAL PENALTY OF $1000.00 IN ACCORDANCE WITH 29 CFR 1903.19.
