29 CFR  1910.176(b):Secure storage. Storage of material shall not create a hazard. Bags, containers, bundles, etc., stored in tiers shall be stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse.  a) On or about August 15, 2024 the employer did not ensure that the stacks of finished product in the finishing room weighing approximately 800-1500lbs, were stored in a stable manner of being stacked, blocked, interlocked and limited in height to secure from sliding or collapse on employees working in the Finishing Department.

29 CFR  1910.261(k)(1):Emergency stops. Paper machines shall be equipped with devices that will stop the machine quickly in an emergency. The devices shall consist of push buttons for electric motive power (or electrically operated engine stops), pull cords connected directly to the prime mover, control clutches, or other devices, interlocked with adequate braking action. The devices shall be tested periodically by making use of them when stopping the machine and shall be so located that any person working on the machine can quickly disconnect the machine from the source of power in case of emergency.  a.) On or about August 15, 2024, the employer did not ensure that all of the estops on the Twin Wire Press were equipped with a working estop device that would stop the machine quickly in the event of an emergency in that one of the estops was broken next to the area where the employees stand when relocating the product from one section at the wet end.

29 CFR  1910.22(a)(2): The floor of each workroom is maintained in a clean and, to the extent feasible, in a dry condition.  When wet processes are used, drainage must be maintained and, to the extent feasible, dry standing places, such as false floors, platforms, and mats must be provided.  a) On or about August 14, 2024,  the employer did not adequately maintain the flooring in the Rotary Room in a clean and dry condition in that the platform, stairs, rails, and floor had pulp material that presented slip, trip, and fall hazards for employees during production.  Cheney Dynos was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.22(a)(2), which was contained in OSHA inspection number 1682064, citation number 1, item number 2 and was affirmed as a final order on 11/16/23, with respect to a workplace located at 1000 Anderson Street FRANKLIN, OH 45005
